Greet new and returning chatters

Welcome someone the first time they ever talk, and welcome regulars back.

Two separate greetings live here: one for somebody who has never talked in your channel before, and one for a regular coming back after a while away.

1. In the app, open Chat > Chat Messages in the sidebar and pick the Shoutouts & Welcomes tab (older app versions: Channel Settings > Shoutouts & Welcomes). It starts on All platforms - pick one platform at the top only if you want it different there.
2. Turn on the master switch, Automatic welcomes and raid shoutouts. (!so and !raidout have their own switches and work either way.)
3. Turn on Welcome someone who has never chatted here and edit the First-time message. {user} becomes their name.
4. Turn on Welcome regulars back and edit the Returning message.
5. Quiet period (minutes), near the top, is how long somebody must be silent before they count as returning - 240 by default.
6. Save.

The master switch and both welcomes are OFF by default, so nothing greets anyone until you turn them on. If greetings are not happening, this is almost always why.

It skips other bots and it skips you, and it is rate limited - a fifty-person raid cannot turn into fifty lines of chat.
